Executive advisory that understands and respects real constraints.

Specific and targeted advice that stays grounded in your decisions, your stakeholders, and the work you have to deliver.

Start with a free 20-minute consultation. Tell me what you are facing,
and I will let you know whether I can help and what the next step would be.

ENGAGEMENT OPTIONS

Start focused.
Continue only if the work calls for it.

One fixed entry offer keeps the first step clear. Longer engagements stay flexible and are scoped to the situation.

Focused Engagement

Fast clarity on one leadership situation.

A defined start on one specific challenge: generally two working sessions over 2-4 weeks, with the Leadership & Organization Assessment at the start and a follow-up check-in.

  • Fixed scope, agreed before the first session

  • Assessment-informed from the first session

  • Plain-language next steps and follow-through

Cost is discussed after the free 20-minute consultation, once fit and scope are clear.
Engagements can be sponsored by an agency, association, or nonprofit, or paid for privately by the executive.

LONGER ENGAGEMENT

Trusted advice through sustained change.

Advisory support shaped around the work, for a decision or a change that runs longer than a single challenge. The engagement begins with the Leadership & Organization Assessment.

  • Flexible scope and session rhythm

  • Assessment-informed priorities

  • Clear boundaries and agreed response expectations

How it works.

1. Request a consultation.

Use the button below. The Contact form comes to me, and nothing is scheduled until I have reviewed the request.

2. I review your request.

I reply within 1-2 business days with a scheduling link, or a straightforward note if this is not the right fit.

3. Free 20-minute consultation.

We talk through the situation, whether I can help, and what scope would fit. Cost is discussed here, once fit and scope are clear.

4. The engagement begins.

We start with the Leadership & Organization Assessment so the first session is not spent on setup, then work through the decision together.

What we work on.

  • Hard tradeoffs: what you will do, what you will not do, and how you will communicate it.
  • Stakeholder influence: credibility, alignment, and disciplined communication.
  • Decision-making under constraint: time, budget, politics, and personnel and operational realities.
  • Follow-through systems: commitments, updates, and accountability without micromanagement.
  • Culture stewardship: what you reinforce, what you tolerate, and what you change.
  • Leadership influence: broadening your impact in your organization and profession, with external partners, and by supporting emerging leaders.

“I always appreciated Joe’s ability to think strategically and broadly about how to integrate new objectives into the organization, as well as improving existing policies and procedures, to support the Water Board’s objectives.”

Christopher Stevens, former Assistant Deputy Director, Division of Financial Assistance, State Water Resources Control Board

What you leave with.

  • The Leadership & Organization Assessment, included with the Focused Engagement and the Longer Engagement.
  • A session summary with specific next steps.
  • Action items agreed in plain language — what you will do and by when.
  • Check-ins to review progress and adjust based on new realities.

CONFIDENTIALITY

A confidential working relationship — with clear boundaries.

Executive Advisory works best when you can speak candidly. GovGuru protects non-public advisory information with reasonable care and can put a mutual nondisclosure agreement in place where that is appropriate. Session substance and assessment responses are not shared without your permission, unless disclosure is required by law or is needed to address an immediate risk of serious harm. Where an employer or agency sponsors the engagement, the agreement states what administrative information is shared with the sponsor.

Do not submit sensitive matter details through the initial consultation form.

Where a public agency is the client or the sponsor of the work, material created for the engagement, including the Leadership & Organization Assessment, may be an agency record. The agency decides what is disclosed.  Everything here is subject to applicable public-records and transparency laws.

This is advisory work. It is not therapy or counseling, it is not legal advice, and it is not engineering or technical consulting. Where a question belongs with one of those professions, I will say so.

Leadership judgment is visible in the work.

These cases show how diagnosis, tradeoffs, communication, and follow-through operated in real public organizations.

Bring one situation you want to think through clearly.
