Terms of Use

TERMS

Effective date: October 5, 2026

These Terms of Use (“Terms”) govern your use of https://govguru.biz and related pages operated by GovGuru, LLC (“GovGuru,” “we,” “us,” or “our”). By using the website, you agree to these Terms. If you do not agree, do not use the website.

1. Website Purpose

The website provides general information about GovGuru’s Executive Advisory, Project Advisory, experience, and approach. Website content is offered for general informational and business-development purposes.

2. No Client Relationship Through Website Use

Visiting the website, submitting a consultation request, exchanging preliminary communications, or participating in an introductory consultation does not create a client, consulting, advisory, fiduciary, confidential, or other professional relationship. An engagement begins only when GovGuru and the applicable client sign a written agreement.

Do not submit sensitive matter details through the initial consultation form. GovGuru may decline an inquiry or engagement in its discretion, subject to applicable law.

3. No Professional Advice

Website content is not legal, financial, tax, accounting, medical, mental-health, human-resources, labor-relations, engineering, investment, or regulatory advice. It is not a substitute for advice from an appropriately qualified professional who understands your circumstances.

References to public-sector leadership, governance, funding, strategy, or implementation reflect general experience and perspective. They do not guarantee that a particular action is lawful, appropriate, funded, approved, or successful.

4. Advisory Services

Any Executive Advisory or Project Advisory service is governed by a separate signed agreement that defines scope, fees, responsibilities, confidentiality, intellectual property, and other terms. If these Terms conflict with a signed client agreement, the signed agreement controls for that engagement.

5. Assessments

Any assessment information on the website is general information. It is not a clinical, diagnostic, psychological, employment-selection, fitness-for-duty, certification, or automated decision tool. It does not provide a definitive score or recommendation and should not be used as the sole basis for an employment or other consequential decision.

A formal assessment, if offered within a signed engagement, is interpreted with human judgment and is subject to the applicable client agreement and privacy terms.

6. GovGuru Content and Intellectual Property

The website and its original text, design, graphics, frameworks, assessment concepts, questions, methods, templates, names, logos, and other materials are owned by GovGuru or used with permission and are protected by applicable intellectual-property law.

GovGuru grants you a limited, revocable, non-exclusive right to view and use publicly available website content for your personal or internal business evaluation. You may not copy substantial portions, publish, sell, license, scrape, create a competing assessment or service from, remove ownership notices from, or commercially exploit GovGuru content without written permission. Fair use and other rights provided by law are not restricted.

7. Acceptable Use

You may not use the website to violate law or another person’s rights; interfere with security or operation; introduce malicious code; attempt unauthorized access; impersonate another person; harvest personal information; submit false or unlawful material; or use automated means to extract content except as allowed by law or written permission.

8. Information You Submit

You represent that you have the right to provide information you submit and that doing so does not violate a duty to another person or organization. GovGuru may use submitted information to respond to the request, evaluate fit, administer a potential relationship, secure the website, and comply with law, as described in the Privacy Policy.

Do not send confidential agency records, personnel information, protected health information, financial-account information, passwords, assessment responses, or other sensitive information through the initial form.

9. Third-Party Services and Links

The website may rely on or link to third-party services, including Wix and other business platforms. GovGuru does not control third-party content, availability, security, or practices and is not responsible for them to the extent permitted by law. Review the applicable third-party terms and privacy policies.

10. Disclaimers

GovGuru works to keep website content useful and current, but does not warrant that the website will be uninterrupted, error-free, secure, complete, current, or suitable for a particular purpose. Website content is provided “as is” and “as available” to the extent permitted by law.

GovGuru does not guarantee any employment, organizational, funding, procurement, policy, regulatory, or project outcome.

11. Limitation of Liability

To the maximum extent permitted by law, GovGuru and its owner, service providers, and representatives will not be liable for indirect, incidental, consequential, special, exemplary, or punitive damages arising from website use or reliance on website content. GovGuru’s aggregate liability arising solely from website use will not exceed one hundred dollars ($100) or the minimum liability that applicable law permits GovGuru to limit, whichever is greater.

Some jurisdictions do not allow certain exclusions or limitations. In those jurisdictions, the limitations apply only to the extent permitted by law.

12. Indemnification

To the extent permitted by law, you agree to indemnify GovGuru from third-party claims arising from your unlawful misuse of the website, violation of these Terms, or infringement of another person’s rights.

13. Privacy

The GovGuru Privacy Policy explains how personal information is collected and used. By submitting information, you acknowledge that Policy. These Terms do not create confidentiality beyond an applicable signed agreement or legal requirement.

14. Changes and Availability

GovGuru may update the website or these Terms, suspend features, or withdraw content. Updated Terms will be posted with a revised effective date. Continued use after an update means you accept the updated Terms to the extent permitted by law.

15. Governing Law and Disputes

California law governs these Terms, without regard to conflict-of-law principles. Before filing a claim arising from website use, you and GovGuru will attempt in good faith to resolve it informally. Subject to applicable law, exclusive venue will be in the state or federal courts serving El Dorado County, California.

16. General Terms

If a provision is unenforceable, it will be modified only to the minimum extent necessary and the remaining provisions will continue. GovGuru’s failure to enforce a provision is not a waiver. These Terms and the Privacy Policy are the entire agreement concerning general website use, but they do not replace a signed client agreement.

17. Contact
